The idea

Pakistan took nine years to write its first constitution. The 1956 Constitution made the country an Islamic Republic with a parliamentary system and one house. To balance the two wings, the provinces of the west had been merged in 1955 under the One Unit scheme, and seats were shared equally. Governments changed often, no general election was held, and in October 1958 President Iskander Mirza abrogated the constitution and imposed martial law.

General Ayub Khan then took power. His 1962 Constitution set up a presidential system, with a strong President chosen indirectly by the Basic Democrats. Mass protests forced Ayub to resign in March 1969, and Yahya Khan abrogated it.

Rules to remember

Common mistake

Students say Ayub Khan abrogated the 1956 Constitution. Iskander Mirza abrogated it on 7 October 1958; Ayub removed Mirza and became President later that month.

Worked example

A voter in 1964 elects a member of his Union Council, and that member later votes for the President. Which constitution is at work, and what is this kind of election called?

  1. A President chosen by council members, not by the people directly, is an indirect election.
  2. The Union Council members were the Basic Democrats, who formed the electoral college.
  3. This system belonged to Ayub Khan's presidential constitution.

Answer: The 1962 Constitution, using indirect election through the Basic Democrats.
