The idea

Jobs are put into three sectors. Primary jobs take raw materials from land or sea. Secondary jobs make goods in factories or workshops. Tertiary jobs provide services. Since 1947 the share of Pakistan’s workers in farming has fallen, because machines replace farm labour, while industry and services have grown.

Not everyone has enough work. An unemployed person has no job and is looking for one. An underemployed person has work, but too little of it or work below their skills.

Pakistan has plenty of manual labour but too few skilled workers. Better literacy and training, especially for women in rural areas, raise output and incomes.

Rules to remember

Common mistake

In a table of percentages, a falling share for farming does not prove that fewer people farm. If the total workforce has grown, the number of farm workers may even have risen.

Worked example

A university graduate in Lahore cannot find office work, so he drives a rickshaw for a few hours each day. Is he employed, unemployed or underemployed, and in which sector does he work?

  1. He has paid work, so he is not unemployed.
  2. He works only a few hours and the job does not use his degree, so his skills are not fully used.
  3. Driving passengers is a transport service, not making goods or producing raw materials.

Answer: He is underemployed, and he works in the tertiary sector.
