The idea

The Indian National Congress was founded in 1885 with the help of A. O. Hume, a retired British civil servant. It claimed to speak for all Indians, but many Muslims feared that it would mainly serve the Hindu majority.

In 1905 Lord Curzon divided Bengal. The new province of East Bengal and Assam had a Muslim majority and its capital at Dhaka, so many Muslims welcomed it. Hindu protest, through the Swadeshi movement, was strong, and the partition was annulled in 1911.

This protest showed Muslims that they needed their own party. The All-India Muslim League was founded at Dhaka in December 1906, and in 1909 Muslims won separate electorates.

Rules to remember

Common mistake

Students say the Muslim League was founded at Simla or Aligarh. The Simla Deputation (October 1906) was a delegation to the Viceroy; the League itself was founded at Dhaka in December 1906.

Worked example

Why did the annulment of the Partition of Bengal in 1911 weaken Muslim trust in the British?

  1. The 1905 partition had given Muslims of East Bengal a province where they were the majority.
  2. The British had treated the partition as settled, yet reversed it after Hindu agitation.
  3. Muslims concluded that loyalty alone would not protect their interests.

Answer: It showed that the government could give way to agitation against Muslim interests, so Muslims had to organise and press their own demands.
